Stronger & Bolder JHCSC for Quality Tertiary Education

The J.H. Cerilles State College (JHCSC), Dean of the School of Teacher Education (STE), Dr. Starr Clyde L. Sebial, participated in the 15th MATHTED Biennial and International Conference on Mathematics Education held at the University of Santo Tomas, Manila, from October 16 to 18, 2025. Dr. Sebial successfully presented the collaborative study titled “Quantifying Students’ Creativity in Function Arts” during the parallel session under Theme 6: Technology and Artificial Intelligence. The conference carried the theme “Mathematics Education for Learning Futures: Towards the Fulfillment of the Sustainable Development Goals.”

In a landmark move to advance research and innovation across disciplines, J.H. Cerilles State College (JHCSC) conducted a rollout conference for the Integrated Center for Research in Environment, Agriculture, Technology, Entrepreneurship, Arts, and Innovation (I CREATE AI) on October 17, 2025, at the IT Building Conference Room of the JHCSC Pagadian Campus. The event was spearheaded by Dr. Jerry B. Superales, Vice President for Research, Extension, and Resource Generation (VPRERG), with key support from Prof. Ruel S. Lasagas, Director for Research, and Dr. Joel Sabellano, Jr., Director of the Community Extension and Services Office (CESO), under the strategic guidance of College President Dr. Edgardo H. Rosales.

The J.H. Cerilles State College (JHCSC) Pagadian Campus Guidance and Counselling Office, led by Ms. Catherine D. Cabal, RGC, RPM, spearheaded a Suicide Prevention and Mental Health Caravan on October 17, 2025, in collaboration with the Student Peer Facilitators (SPF).

Dr. Edgardo H. Rosales, J.H. Cerilles State College (JHCSC) President together with members of the Board of Trustees (BOT) and key officials, provided an update on the college’s conversion to Zamboanga del Sur State University (ZDSSU) under Republic Act No. 12295, in an interview with the Press Bureau of Provincial Government of Zamboanga del Sur on October 17, 2025, at the JHCSC Hostel, Pagadian Campus.

he J.H. Cerilles State College (JHCSC) conducted a Blood-Letting Activity under the Mobile Blood Donation Program on October 16, 2025, at the JHCSC Infirmary Building. The event was spearheaded by the Margosatubig Regional Hospital (MRH) – Blood Bank Department with the Rural Health Unit (RHU) of San Miguel, led by Pathologist Dr. Warfe C. Navasquez, MD, DPSP, and organized by Dr. Joanne Happy C. Hajirul, College Nurse. The activity was carried out with the support of Vice President for Research, Extension, and Resource Generation (VPRERG) Dr. Jerry B. Superales and Campus Director Dr. Trinidad C. Abapo, who also participated in the event.

In a testament to academic excellence and leadership, the J.H. Cerilles State College (JHCSC) – Nursing Student Body Organization (NSBO) proudly represented the School of Nursing at the Association of Deans of Philippine Colleges of Nursing (ADPCN) 23rd National Conference for Nursing Students held on October 5, 2025, at The Tent City, Manila Hotel, Manila.

The Philippine Association for Teachers and Educators (PAFTE), Inc., awarded a Plaque of Recognition to J.H. Cerilles State College (JHCSC) President Dr. Edgardo H. Rosales for his exemplary leadership, dedication, and invaluable contributions to higher education. The honor was conferred during the 15th PAFTE Midyear Convention held on October 9, 2025, in Baguio City.

The University Conversion Committee (UCC) of J.H. Cerilles State College (JHCSC) convened on October 10, 2025, at the Pagadian Campus Hostel in pursuit of its collective commitment to achieving JHCSC’s university status. It marked the first meeting in line with the newly enacted Republic Act No. 12295, also known as the Zamboanga del Sur State University Charter.

The Vice President for Administration and Finance (VPAF), Mr. Wilfredo M. Barnido, Jr., CPA, MBA, with the support of President Dr. Edgardo H. Rosales, conducted a week-long Manual Workshop from October 6 to 9, 2025, aimed at developing a comprehensive operations manual that will serve as the institution’s guide for administrative and financial processes. The activity began with a briefing session at the Main Campus on October 6, followed by the workshop proper from October 7 to 8 at the IT Building Conference Room, Pagadian Campus, and concluded on October 9 with a simulation of finance transactions at the JHCSC HRM-Hostel.

The JHCSC Board of Trustees (BOT) convened for its 3rd Quarter Regular Meeting on October 2, 2025, at Cotabato State University to deliberate on important institutional matters. Of the thirty-eight (38) Board Resolutions deliberated and acted upon during the quarter, only one (1) was deferred. The meeting was presided over by CHED Commissioner Hon. Dr. Desiderio R. Apag III, Chairperson of the JHCSC-BOT, with College President and Vice Chairperson Dr. Edgardo H. Rosales also present.
