The Vice President for Administration and Finance (VPAF), Mr. Wilfredo M. Barnido, Jr., CPA, MBA, with the support of President Dr. Edgardo H. Rosales, conducted a week-long Manual Workshop from October 6 to 9, 2025, aimed at developing a comprehensive operations manual that will serve as the institutionโs guide for administrative and financial processes. The activity began with a briefing session at the Main Campus on October 6, followed by the workshop proper from October 7 to 8 at the IT Building Conference Room, Pagadian Campus, and concluded on October 9 with a simulation of finance transactions at the JHCSC HRM-Hostel.
The event gathered a diverse group of participants, including Finance Director Ms. Jesu Marie R. Reducto, CPA; Procurement Officer Mr. Sixan Madarimot; Budget Officer Ms. April Ross Talip; ICU Director Mr. Norbert Dave Talip; and campus leaders such as Dr. Trinidad C. Abapo (Main Campus Director), Prof. Bobby S. Piscos (Lakewood Campus Director), and Dr. Patricia D. Bahian (Pagadian Campus Director). Various division, section, and unit heads, along with administrative and finance personnel, also participated in the discussions and collaborative sessions.
During the workshop, the VPAF Office presented its goals and objectives, emphasizing the alignment of all administrative and financial functions with the institutionโs Vision, Mission, and Goals (VMG). Participants were encouraged to share insights, comments, and suggestions further to refine the officeโs direction and strategic priorities. This session highlighted the VPAFโs commitment to transparency, participatory planning, and continuous improvement in institutional management.
The subsequent sessions focused on the presentation and cascading of functional statements, in which each office and division under the Administration and Finance sector identified their core responsibilities, deliverables, and expected outcomes. Participants worked collaboratively to develop policies, procedures, and sub-functional statements that would support these deliverables, ensuring that all activities contribute to the overarching goals of efficiency, accountability, and service excellence. The workshop also included simulation exercises on finance transactions to provide hands-on understanding of newly developed procedures and to address possible challenges in real-world implementation.
Through this initiative, the VPAF aims to produce a unified manual that will serve as a working guide for all employeesโpromoting accuracy, consistency, and efficiency in daily operations. Once completed, the manual will support compliance with the Office Performance Commitment and Citizens Charter, reinforcing JHCSCโs drive toward institutional effectiveness and continued advancement.
