The University Conversion Committee (UCC) of J.H. Cerilles State College (JHCSC) convened on October 10, 2025, at the Pagadian Campus Hostel in pursuit of its collective commitment to achieving JHCSC’s university status. It marked the first meeting in line with the newly enacted Republic Act No. 12295, also known as the Zamboanga del Sur State University Charter.

Chaired by Dr. Vilma C. Grengia, Vice President for Academic Affairs, the committee tackled seven key agenda items: (1) Presentation of RA 12295, (2) Creation of Taskforce to Comply Identified Areas, (3) Presentation of the Previous Assessment Results, (4) Presentation of the Universityhood Forms, (5) Creation of Taskforce to Accomplish the Forms, (6) Presentation of the Universityhood Roadmap, (7) Timelines, and Other Matters.

During the meeting, it was emphasized that JHCSC’s conversion into a full-fledged university will only take effect upon the issuance of CHED certification, pursuant to CHED Memorandum Order No. 46, series of 2012, referred to as the “Policy-Standard to Enhance Quality Assurance (QA) in the Philippine Higher Education Through an Outcomes-Based and Typology-Based QA.”

JHCSC, under the leadership of President Dr. Edgardo H. Rosales, will steadfastly continue to make substantial progress in complying with all the requirements set by CHED for the grant of university status. In support of this, through collective efforts, the UCC is committed to conducting follow-up meetings to track the accomplishments and progress of each task force.
