Presidential Proclamation No. 1050 declared that September is Civil Service Month, a 1997 series signed by the late President Fidel V. Ramos, which the CSC is spearheading. This occasion also commemorates the 19 September 1900 enactment of Public Law No. 5, an Act for the Establishment and Maintenance of an Efficient and Honest Civil Service in the Philippine Islands, establishing the Philippine Civil Service.
Under the leadership of Dr. Edgardo H. Rosales, J.H. Cerilles State College joined the celebration of the Philippine Civil Service 124thAnniversary and held a simultaneous launching program across its Campuses, including the Main Campus, Pagadian Annex, Dumingag, and Lakewood Campuses. At Pagadian Annex, School and Business Management Dean Dr. Julito V. Mandac, Jr. assisted the Human Resource Management Office (HRMO) in facilitating the Launching.
The PCSA is adopting a 10-year theme, “Transforming Public Service in the Next Decade: Honing Agile and Future-Ready ServantHeroes,” underscores the importance of digital transformation, innovation, excellence, and continuity in public service. This year’s celebration is centered on SUSTAINABLE MANAGEMENT, emphasizing how it may support AmBisyon Natin’s 2040 goals while strengthening organizational resilience and sustainable management.
