Personnel from the Anti-Red Tape Authority (ARTA) – Western Mindanao Regional Field Office visited the J.H. Cerilles State College (JHCSC) Pagadian City Extension Campus on April 22, 2025. The purpose of their visit is to conduct a compliance inspection and orientation in line with Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act.
The ARTA team, composed of Ms. Jill A. Sahidden and Ms. Dinaflor B. Tagiobon, was warmly welcomed and accommodated by Campus Director Dr. Patricia D. Bahian. They inspected three key offices — the Registrar, Guidance, and Library — focusing on the Citizen’s Charter and internal controls.
After the inspection, the heads and representatives from various offices at the Pagadian Campus attended an orientation held at the IT Building Conference Room. The session provided an overview of ARTA’s mandates, programs, and initiatives and also discussed the essential aspects of R.A. 11032, emphasizing the importance of transparency, accountability, and efficiency in government transactions.
Following the orientation, the ARTA representatives presented the findings identified during the inspection. They offered recommendations and advised the inspected offices to create corresponding action plans—following the format given by ARTA—to address the areas for compliance. Moreover, they encouraged the participants to reflect on the feedback provided and apply it to their respective offices.
The activity forms part of ARTA’s ongoing efforts to ensure that government institutions uphold the principles of good governance, streamlined processes, and citizen-centric service delivery, with provisions for penalties against non-complying government employees or officials.
In line with this, JHCSC reaffirms its commitment to quality service and good governance by supporting ARTA’s mandate.
