The Office of the Vice President for Academic Affairs (OVPAA), under the leadership of Dr. Vilma C. Grengia, conducted a one-day Strategic Planning Summit on November 19, 2025, at the IT Building Conference Room, JHCSC Pagadian Campus. The event brought together the heads of the involved academic and administrative offices and units to translate the universityโs vision, mission, and goals into a coherent OVPAA Roadmap (2026โ2030), anchored in the OVPAAโs thrusts and guided by its core values.
The summit opened with a presentation by Ms. Joie Mercybelle Capitanea, Director of Quality Assurance, who provided an overview of the recent institutional audit covering eight major areas: enrollment, academic programs, faculty, research, learning resources, support structures, linkages, and outreach activities.
Based on the initial results of its 121 sub-key areas, 79% were found to be compliant (pending verification), 12% were somewhat compliant, and 9% non-compliant. The report served as a critical reference point for identifying institutional strengths and gaps in meeting the requirements for Universityhood conversion.

A significant highlight of the summit was the Strategic Planning Workshop, facilitated by Ms. Febie Keith P. Jumoc, Director for Curriculum and Instruction and University Conversion Focal Person. The workshop guided participants through a series of structured planning exercises, including Framing and Orientation, Mapping Goals to Thrusts, Strategic Gap Analysis & Initiatives Design Workshop, Initiatives Prioritization, Roadmap Synthesis, and Infrastructure & Budget Placement.
The respective inputs from the participating offices in the collaborative workshop enabled the OVPAA to align program objectives with institutional priorities and develop a strategic pathway that will support JHCSCโs academic direction for the next five years.
Soar high, J.H. Cerilles State College!
