The Department of Budget and Management (DBM), headed by Mr. Mark Louie C. Martin, Director of DBM Region IX, successfully conducted a roll-out and on-site visit at JHCSC from October 20 to 24, 2025. The activity was part of the DBM-SUCCEED initiative, a collaborative program designed to streamline the budget process and enhance financial management systems in State Universities and Colleges (SUCs).
The event was attended by JHCSC President Dr. Edgardo H. Rosales, along with key officials, including Dr. Vilma C. Grengia, Vice President for Academic Affairs; Dr. Jerry B. Superales, Vice President for Research, Extension, and Resource Generation; and Mr. Wilfredo M. Barnido, Jr., Vice President for Administration and Finance. Also present were campus directors, heads of offices, and other college officials, together with representatives from DBM Region IX.
A series of lectures was conducted on October 21 at the JHCSC Hostel, Pagadian City Extension Campus. Ms. Chelsea Jade M. Yanga, Budget and Management Specialist, discussed โDBM Online Submission of Budget Proposal (OBSP): Enhancing Budget Efficiency Through OBSP Forms Integration,โ while Ms. Rizelle Bethzaida P. San Diego, Chief Budget and Management Specialist, shared insights on โDBM Unified Reporting System (URS): Streamlining Budget Reporting.โ Both sessions highlighted the importance of adopting automated systems to enhance budget transparency and efficiency.
The succeeding sessions featured Ms. Leslie Ann V. Tubaga, Acting Chief Administrative Officer, who presented an โOrientation on Internal Audit,โ emphasizing accountability and compliance. Ms. Ella Jane B. Jimenez, Budget and Management Specialist, discussed โUnderstanding PSIPOP: Managing Personnel Services and Plantilla Requirements Effectively.โ Ms. San Diego also provided a briefing on โROSS Phase 2.โ Other discussions covered the โPreparation and Submission of Budget Requests for SUCs: Required Forms and Processes.โ The day concluded with an open forum, allowing participants to clarify issues and share best practices.
On October 22, the DBM team and JHCSC officials conducted an ocular visit at the Main and Lakewood Campuses to assess facilities and budget utilization. The following day, October 23, they continued their site inspection at the Pagadian-Dumingag Campus. These on-site visits were part of the DBMโs monitoring activities to ensure effective implementation of programs and optimal use of government resources.
The DBM-SUCCEED initiative, also known as the DBM-State Universities and Colleges Convergence for Effective and Efficient Disbursement, aims to foster stronger collaboration between the DBM and SUCs. Through this program, the department seeks to enhance budget utilization, strengthen financial management systems, and institutionalize transparent partnerships with higher education institutions, ultimately contributing to improved governance and service delivery in the education sector.
