The Finance Committee of J.H. Cerilles State College (JHCSC) held its Third Quarter Regular Meeting on September 29, 2025, at the IT Building Conference Room of the Pagadian Campus. The session was presided over by Dir. Maria Felicidad R. Guerrero, Regional Director of the National Economic and Development Authority Region IX (NEDA IX), and gathered college officials, trustees, staff, and student representatives to tackle fiscal, procurement, and administrative matters.
Among those present were Vice President for Administration and Finance (VPAF) Mr. Wilfredo M. Barnido Jr., CPA; Finance Director Ms. Jesu Marie R. Reducto, CPA; Procurement Officer Mr. Sixan Madarimot; Budget Officer Ms. April Ross Talip; Federated Faculty and Staff Association (FFASA) President Hon. Glady C. Quirante; Supreme Student Federated Council President and Student Trustee Hon. Benjie T. Jimenez; Alumni Trustee Hon. Glendell I. Oyo-a; BOT Secretary Atty. Esther Marie S. Ringon, Officer-in-Charge, College Registrar, Atty. Princess Rosal Inclan, Human Resource and Development Office (HRDO) Director, Mr. Kim M. Borja, Management Information System Technology Office (MISTO) Director, Mr. Ronald Luste, Planning and Development Office (PDO) Director, Engr. Archel B. Bacus; Extension Director Dr. Joel M. Sabellano Jr.; and Project Management Director Archt. Domingo Dapar, Jr. Their participation highlighted the collaborative effort in ensuring sound financial and administrative operations for the college.
The committee discussed a clustered agenda that covered four key areas: financial and fiscal matters, including the proposed fund utilization; bids and awards, which included projects for award such as the procurement of office equipment and other machinery and equipment, as well as projects seeking authority to procure under the Early Procurement Activity (EPA) from both the General Appropriations Act (GAA) and the Special Trust Fund (STF); administrative matters that required approval; and other matters with pending requests. Dir. Guerrero emphasized the importance of proper planning, rational decision-making, and the strategic utilization of income-generating projects (IGPs) to support the institutionโs goal of achieving universityhood. Mr. Barnido, Jr., also played a crucial role in elaborating on financial and procurement issues to guide the committeeโs deliberations.
The meeting concluded with an agreement to endorse the finalized proposals for presentation at the upcoming BOT meeting. Before adjourning, Dir. Guerrero reminded the body of the importance of complete project timelines, efficient budget utilization, and thorough monitoring of approved initiatives to avoid setbacks. The committee considered the session productive, reinforcing JHCSCโs commitment to effective financial management and institutional advancement.
