The Administrative Council of J.H. Cerilles State College (JHCSC) held its Third Quarter Regular Meeting on September 24, 2025, at the IT Building Conference Room of the Pagadian Campus, with President Dr. Edgardo H. Rosales presiding. The session brought together Vice President for Administration and Finance (VPAF) Mr. Wilfredo M. Barnido Jr., administrative officers, directors, and staff to discuss key institutional matters and initiatives.

The meeting began with updates on financial and fiscal operations, including projects for awards and the authority to procure under the Early Procurement Activity (EPA) for both the General Appropriations Act (GAA) and the Special Trust Fund (STF). These discussions emphasized the Council’s ongoing commitment to accountability, transparency, and careful management of the College’s resources.

Among other agenda items was the request for approval of the upcoming International Joint-Research Training Workshop, proposed by Vice President for Research, Extension, and Resource Generation (VPRERG) Dr. Jerry B. Superales. The workshop underscores JHCSC’s commitment to fostering global research partnerships while supporting the professional growth of its faculty and stakeholders.

During the meeting, Dr. Rosales shared valuable insights on the proper documentation and presentation of important records. He stressed the importance of being detailed and meticulous to prevent conflicts or issues in financial matters, highlighting that careful record-keeping ensures clarity, accuracy, and accountability in all administrative processes.

The Council concluded the session by reaffirming its commitment to responsive governance and efficient service delivery, aligning every administrative action with the College’s long-term vision for growth, excellence, and institutional development.
