The Board of Trustees (BOT) Finance Committee of J.H. Cerilles State College (JHCSC) held its Second Quarter Regular Meeting on July 18, 2025, at the JHCSC Pagadian City Extension Campus Hostel. Committee Chairperson Dir. Maria Felicidad R. Guerrero, Regional Director of the National Economic and Development Authority (NEDA) IX, led the meeting with Committee Vice Chairperson and JHCSC President Dr. Edgardo H. Rosales. The agenda focused on evaluating key institutional proposalsβ status, progress, and expected outcomes for endorsement at the upcoming full BOT meeting.
Present during the meeting were Vice President for Administration and Finance Wilfredo M. Barnido Jr., CPA; Ms. Febe Keith P. Jumoc, representing Vice President for Academic Affairs Dr. Vilma C. Grengia; Finance Director Jesu Marie R. Reducto, CPA; Procurement Officer Sixan Madarimot, CPA; Internal Control Unit Director Mr. Norbert Dave G. Talip; Budget Officer Ms. April Ross Talip; Federated Faculty and Staff Association President Hon. Glady C. Quirante; Supreme Student Federated Council President and Student Trustee Hon. Cyrusdirk L. Elle; Alumni Trustee Hon. Glendell I. Oyo-a; BOT Secretary Atty. Esther Marie Ringon, Officer-in-Charge-College Registrar, Atty. Princess Rosal Inclan; Dean of the School of Criminal Justice Education Dr. Mark E. Patalinghug; Dean of the School of Nursing Prof. Marjo S. Malabanan, MN; Human Resource and Development Office Director Mr. Kim M. Borja; and Dean of the School of Law Atty. Romylyn O. Regidor.
The committee reviewed and discussed the current progress of financial and fiscal matters, academic proposals, and scholarship-related initiatives. Updates were presented on budget utilization, procurement timelines, proposed academic offerings, and scholarship opportunities for faculty members pursuing advanced studies, aimed at strengthening instructional capacity and academic leadership across campuses. Members offered insights on policy direction, funding strategies, and implementation mechanisms to support faculty development and long-term institutional growth.
The meeting concluded with the agreement to endorse finalized proposals to the BOT in the upcoming meeting. Chairperson Guerrero and Vice Chairperson Rosales emphasized the importance of collaborative governance and evidence-based planning in ensuring that all financial and academic initiatives align with the collegeβs strategic goals and are responsive to stakeholder needs.
