The J.H. Cerilles State College (JHCSC) Main Campus hosted a Memorandum of Agreement (MOA) signing ceremony for the activation of its Reserve Officers’ Training Corps (ROTC) unit on January 30, 2025. The ceremony, held at the JHCSC Board Room, was led by MAJ Efren A. Pacaňa (ARM) PA, Director of the 901st (ZDS) CDC, 9RCDG, RESCOM PA, with the support of JHCSC President Dr. Edgardo H. Rosales, who also signed the agreement.
The MOA formalizes the collaboration between JHCSC and the Philippine Army, allowing the institution to offer ROTC as part of its National Service Training Program (NSTP). This partnership aims to enhance civic consciousness and defense preparedness and instill values of patriotism and service in the students. The program will be jointly supervised by both JHCSC and the Philippine Army, ensuring that the NSTP-ROTC is implemented in line with Republic Act 9163 and its Implementing Rules and Regulations.
Notable signatories included MAJ Jover S. Ondoy, (INF) PA, representing COL Patricio S. Tomales INF (GSC) PA, Group Commander of the 9RCDG, RESCOM PA; Mr. Wilson Israel Calbi, NSTP ROTC Coordinator of JHCSC Main Campus; and MAJ Dave M. Barrot (RES) PA. Their signatures solidify the commitment to the program, which will serve as a key component of the institution’s educational framework.
Following the signing, Main Campus ROTC officers received and presented their uniforms, marking the next step in their training and preparation for national service. This event marks a significant milestone for JHCSC and the Philippine Army as they work together to develop future leaders and service-oriented citizens.
