The JHCSC Bids and Awards Committee (BAC) Office efficiently arranged a two-day training session and workshop on Republic Act 12009, known as the New Government Procurement Act, on September 16-17, 2024. The event was designed to heighten participants’ understanding and application of the updated rules on procurement.
The workshop began with welcome remarks by JHCSC President Dr. Edgardo H. Rosales, who underscored the crucial role of effective procurement practices in government operations. The session includes key presentations by Dir. Mark Louie C. Martin, a CPA, CESO III and the Regional Director of DBM RO IX, gave presentations on crucial subjects such as “Procurement 101,” the essential components of the Government Procurement Reform Act, the interconnection between procurement planning and budgeting, as well as a summary of the Philippine Government Electronic Procurement System (PhilGEPS).
Mr. Giovanni O. Tabanao, supervising budget and management specialist at DBM RO IX, presented the PhilGEPS, which he said would ensure transparency and efficiency in governmental procurement practices. He explained that the system acts as a central facility to post procurement notices. The event invited participants to better use modern PhilGEPS in their processes to streamline and ensure compliance with procurement law.
After the presentations, an open forum was held wherein attendees were given the chance to engage in lively discussions. There were questions raised about the streamlined Philippine Bidding Documents (PBDs), protest procedures, blacklisting rules, and even the framework agreement applicable to procurement agents. This interactive component created a conducive atmosphere wherein participants were encouraged to share insights and clear out possible ambiguities existing under the new procurement regulations. It was a fitting conclusion to the event with final remarks from the BAC’s Dr. Joel Sabellano, Jr., who thanked all attendees for their participation and dedication in enhancing procurement methodologies.
The workshop is going to be essential to the effective implementation of R.A. 12009 in promoting transparency and efficiency in governmental procurement processes around the Philippines. -PCDP
