𝐂𝐇𝐄𝐃, 𝐑𝐐𝐀𝐓 𝐂𝐨𝐧𝐝𝐮𝐜𝐭 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐚𝐧𝐝 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐉𝐇𝐂𝐒𝐂 𝐌𝐀𝐄𝐝 𝐏𝐫𝐨𝐠𝐫𝐚𝐦

The Commission on Higher Education (CHED) Technical Panel and Regional Quality Assessment Team (RQAT) conducted the Monitoring and Evaluation of the Master of Arts in Education (MAEd) program of the J.H. Cerilles State College (JHCSC) School of Teacher Education on August 20, 2026, at the JHCSC Hostel, Pagadian Campus, Pagadian City. The activity was organized by Dr. Joean Palahang, Dean of the School of Teacher Education, under the leadership of JHCSC President Dr. Edgardo H. Rosales, with Vice President for Academic Affairs Dr. Vilma C. Grengia and Pagadian Campus Director Dr. Patricia D. Bahian joining key officials, faculty members, and personnel in welcoming and engaging with the evaluation team.

The evaluation team was composed of Dr. Joe-an G. Cuaresma, CHEDRO IX Representative/ES II; Dr. Levi E. Elipane, Technical Panel/Evaluator; Dr. Joseph G. Refugio, RQAT–Graduate Education Program; and Dr. Elizabeth Jane P. Sebastian, RQAT–Graduate Education Program.
The monitoring and evaluation included a documentary review, validation of compliance documents, and interviews with key officials and faculty to determine the program’s compliance with CHED policies, standards, and guidelines.

During the opening program, Vice President for Academic Affairs Dr. Vilma C. Grengia, speaking on behalf of JHCSC President Dr. Edgardo H. Rosales, welcomed the members of the evaluation team and expressed hope for a productive and engaging assessment. She emphasized that the visit also provided the College with an opportunity to raise questions and seek clarifications on areas requiring further improvement and compliance.

Dr. Grengia further highlighted the significance of the evaluation as JHCSC continues to pursue its application to convert to a university. She underscored the crucial role of strong master’s and doctoral programs in the institution’s pursuit of universityhood. She affirmed the College’s willingness to undergo a thorough assessment in accordance with CHED standards.

“We fully commit and submit ourselves to be reviewed in terms of the standards,” Dr. Grengia emphasized, encouraging the JHCSC community to view the evaluation as an opportunity to strengthen the institution’s academic programs further.

During monitoring and evaluation, the team noted that several areas of the program had already met the prescribed requirements, while others remained subject to further compliance and enhancement. Among the major concerns raised were program alignment and curriculum, with recommendations to review and update curricular provisions to ensure consistency with current CHED standards and the graduate program’s intended outcomes.

The evaluation team likewise emphasized the need to continuously strengthen faculty qualifications, particularly by increasing the number of faculty members with doctoral degrees. Faculty members were also encouraged to become more actively involved in research and scholarly publications, further enhancing the program’s academic and research capabilities.

The activity culminated in an exit conference where the CHED Technical Panel and RQAT presented their findings and recommendations to JHCSC officials. The discussion provided the College with clearer direction on the areas that need to be sustained, improved, and further complied with in strengthening the implementation of the MAEd program.

Monitoring and evaluation form part of JHCSC’s continuing commitment to quality assurance and academic excellence. The findings and recommendations of the CHED Technical Panel and RQAT will serve as valuable inputs to strengthen the College’s graduate education offerings and address areas for compliance as JHCSC advances toward its goal of becoming a university.
