As part of the operational requirements for universityhood under Section 21 of Republic Act No. 12295, or the Zamboanga del Sur State University Charter, the J.H. Cerilles State Collegeโ€“Office of the Vice President for Academic Affairs (JHCSC-OVPAA), led by Dr. Vilma C. Grengia, facilitated the Management Audit and Regular Monitoring and Evaluation conducted by the Commission on Higher Education (CHED) from December 1โ€“2, 2025.

The CHED Visiting Team from Regional Office IX was composed of Dr. Vicente Regalado, Education Supervisor II; Mr. Conrad Quilab, Education Supervisor II; Engr. Janeny B. Domingsil, Education Supervisor; Dr. Joe-An Cuaresma, Education Supervisor II; Dr. Clarissa C. Alvarez, Education Supervisor II; and Ms. Raisa B. Agbayani, Representative-Assessor.

On the first day, the team conducted a table audit and documentary review covering enrollment, academic programs, faculty qualifications, research involvement, and expenditures. They engaged closely with JHCSC administrators, deans, and unit heads as they validated documents and evidentiary support.

The assessment continued on the second day with the evaluation of institutional forms, including Program Listing and Enrollment, Faculty Profile, Research Involvement Outputs, Research Expenditure, Learning Resources, Support Structures, Research Linkages, and Outreach Programs.

The activity concluded with an Exit Conference, where the CHED Management Audit Team formally presented the summary of findings and recommendations for institutional enhancement in compliance with the requirements for universityhood.

The two-day management audit affirmed JHCSCโ€™s commitment to upholding standards of excellence as the institution advances its university conversion and institutional development initiatives.
