A historic chapter has unfolded as J.H. Cerilles State College (JHCSC) has been officially elevated to the 𝐙𝐚𝐦𝐛𝐨𝐚𝐧𝐠𝐚 𝐝𝐞𝐥 𝐒𝐮𝐫 𝐒𝐭𝐚𝐭𝐞 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 (𝐙𝐃𝐒𝐒𝐔) through the enactment of 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟏𝟐𝟐𝟗𝟓. From its main campus in Barangay Mati, San Miguel, and its campuses in Dumingag, Lakewood, and Pagadian City, the institution now carries not only a new name but also the higher mandate and prestige of a state university.

This milestone was realized through the resolute leadership of 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐰𝐨𝐦𝐚𝐧 𝐉𝐞𝐲𝐳𝐞𝐥 𝐕𝐢𝐜𝐭𝐨𝐫𝐢𝐚 𝐂. 𝐘𝐮, together with 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐃𝐢𝐯𝐢𝐧𝐚 𝐆𝐫𝐚𝐜𝐞 𝐂. 𝐘𝐮, who transformed the province’s educational vision into a lasting legacy, opening doors to a brighter and more inclusive academic future.

The landmark achievement likewise reflects the invaluable contributions of national leaders. 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐅𝐞𝐫𝐝𝐢𝐧𝐚𝐧𝐝 “𝐁𝐨𝐧𝐠𝐛𝐨𝐧𝐠” 𝐑. 𝐌𝐚𝐫𝐜𝐨𝐬, 𝐉𝐫., together with 𝐒𝐞𝐧𝐚𝐭𝐨𝐫 𝐀𝐥𝐚𝐧 𝐏𝐞𝐭𝐞𝐫 𝐂𝐚𝐲𝐞𝐭𝐚𝐧𝐨, former Chair of the Committee on Higher, Technical, and Vocational Education, and 𝐒𝐞𝐧𝐚𝐭𝐨𝐫 𝐏𝐢𝐚 𝐂𝐚𝐲𝐞𝐭𝐚𝐧𝐨, extended firm support in advancing the measure. At the same time, 𝐒𝐞𝐧𝐚𝐭𝐨𝐫 𝐂𝐡𝐢𝐳 𝐄𝐬𝐜𝐮𝐝𝐞𝐫𝐨, former Chair of the same Senate committee, decisively sponsored and guided the bill’s passage, ensuring that the vision of a state university in Zamboanga del Sur was finally fulfilled.

Equally pivotal was the dedicated stewardship of 𝐉𝐇𝐂𝐒𝐂 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐃𝐫. 𝐄𝐝𝐠𝐚𝐫𝐝𝐨 𝐇. 𝐑𝐨𝐬𝐚𝐥𝐞𝐬. Under his visionary administration, the college achieved 𝟏𝟎𝟎% 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞 𝐨𝐟 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐂𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞 (𝐂𝐎𝐏𝐂) 𝐟𝐨𝐫 𝐚𝐥𝐥 𝐮𝐧𝐝𝐞𝐫𝐠𝐫𝐚𝐝𝐮𝐚𝐭𝐞 𝐩𝐫𝐨𝐠𝐫𝐚𝐦𝐬, raised the quality of instruction, and fostered partnerships that elevated the institution’s academic standing across the region.

The establishment of ZDSSU marks the beginning of a new era of expanded opportunities and strengthened academic programs for students in Zamboanga del Sur and beyond, standing as a testament to unwavering dedication and collective aspiration in advancing higher education.
