The Department of Labor and Employment (DOLE) Region IX, Zamboanga del Sur Field Office (ZDSFO), led by Regional Director Ms. Miraflor J. Casanes, conducted an orientation on April 4, 2025, at the J.H. Cerilles State College (JHCSC) Board Room, Office of the President, Main Campus, Mati, San Miguel. The orientation focused on the requirements and processes of the Public Employment Service Office (PESO) under Republic Act 10961 and provided insights into the various services offered by DOLE.
JHCSC President Dr. Edgardo H. Rosales, the Office of the Vice President for Academic Affairs (OVPAA) representative, campus directors Dr. Patricia D. Bahian (Pagadian) and Dr. Trinidad C. Abapo (Main), guidance counselors Ms. Jonah T. Salaguste (Main), Ms. Wella Dico (Dumingag), Ms. Cristy Udjaji (Lakewood), and Ms. Catherine Cabal (Pagadian), College Registrar Mr. Dante Bayocot, Dean of Student Affairs and Services Dr. Jonno Tan, School of Arts and Sciences (SAS) Dean Dr. Benjamin Mangila, Alumni Relations Officer Mr. Jayson Ungang, and Government Internship Program (GIP) grantees attended the event.
During the orientation, it was discussed that PESOs are linked to regional DOLE offices for coordination and can be established by nongovernment organizations (NGOs) or educational institutions (EIs) through a memorandum of agreement with DOLE. JHCSC, in partnership with DOLE, has set up a PESO and Job Placement Office to assist students and job seekers. These offices work closely with the local government’s PESO to coordinate services such as job matching, career guidance, seminars and job fairs, referrals to employers, and DOLE programs like the Special Program for Employment of Students (SPES) and the Government Internship Program (GIP).
At the conclusion of the event, Ms. Casanes expressed her gratitude to President Rosales for his time despite the recent passing of his sister. She also thanked the attendees for their participation. President Rosales, in turn, thanked DOLE for their continued support and expressed his appreciation that JHCSC had been properly oriented regarding the PESO processes in educational institutions and that queries had been addressed.
