In compliance with National Budget Memorandum (NBM) No. 153, also known as the National Budget Call for FY 2026, J.H. Cerilles State College (JHCSC) President Edgardo H. Rosales, Ed.D., JD, led the presentation of the institution’s proposed programs and projects (PAPs) during the Regional Development Council (RDC) IX Joint Advisory Committee (AdCom) and Executive Committee (ExCom) Review of Priority PAPs for FY 2026 on February 5, 2025, at the Grand Astoria Hotel, Zamboanga City.

President Rosales was accompanied by key department heads and staff, who contributed their expertise to the deliberation process. The delegation included Vice President for Administration and Finance (VPAF) Mr. Wilfredo M. Barnido, Jr., College Accountant Chrismie A. Orquillas, OIC Budget Officer Jesu Marie R. Reducto, Human Resource Management Officer II Mr. Juda P. Cabalog, and Physical Plant and Facilities Management Officer (PPFMO) Engr. Pangasian Mamintas.

Additionally, Planning and Development Office (PDO) Director Dr. Cleofe A. Baterna Jr. played a vital role in representing JHCSC’s planning sector. Joining him were Planning Officer III Engr. Archel B. Bacus, Planning Officer I Frencislyn E. Aluyen, and Mr. Jhonell S. Pardillo.

The review session served as a vital platform for JHCSC to present its priority projects, ensuring alignment with regional and national development goals. The deliberations aimed to secure the necessary funding to enhance educational services, infrastructure, and institutional programs to benefit students and stakeholders.
