JHCSC Seals Memorandum of Understanding between Department of Science and Technology (DOST) and Bureau of Jail Management and Penology – Region IX (BJMP-IX) for Project B.R.E.A.D. on February 24, 2026 at the 3rd Floor Conference Room, IT Building, Pagadian City Extension Campus, which aims to formalize the collaboration in providing practical skills like baking and other livelihood opportunities for the Persons Deprived of Liberty (PDL) at the Pagadian City Jail Male Dormitory.
The project is a flagship initiative of DOST, implemented in collaboration with JHCSC through the School of Business and Management (SBM), headed by Dean Dr. Julito V. Mandac Jr. The engagement aligns with the SBM Extension Framework and REACH Framework under the Community and Extension Services Office led by Extension Director Dr. Joel M. Sabellano Jr., with the full support of President Dr. Edgardo H. Rosales. Key partners in the undertaking include Engr. Gerardo F. Parot, DOST–Zamboanga del Sur Provincial Director; Mr. Christian Carl R. Resente, Supervising SRS for Project B.R.E.A.D.; JJSUPT Abner C. Zamora, Provincial Jail Administrator and Assistant Regional Director for Operations RIX; and JCISNP Norberto D. Bana V, Acting Jail Warden of the Pagadian City Jail Male Dormitory. Representatives from the Food and Drug Administration (FDA), led by Mr. Jude M. Jayag, were also present at the ceremony as the regulating body.
The agreement underscores the School of Business and Management’s commitment to community engagement by connecting academic knowledge with practical social programs. Faculty and students will actively contribute to outreach and development projects, ensuring that programs address real community needs and produce measurable outcomes. This collaboration emphasizes inclusive, impactful, and sustainable approaches to create meaningful change for beneficiaries.
During the ceremonial signing, both parties conveyed their appreciation and reaffirmed their commitment to the success of Project B.R.E.A.D. As part of the initiative, Dean Mandac turned over additional materials intended for the construction of a storage shelf for baking ingredients. The donation followed the earlier provision of essential personal protective equipment on February 13, 2026, further reinforcing the institution’s sustained support for the project.
As a collaborative platform, Project B.R.E.A.D. brings together JHCSC, BJMP-IX, and DOST to implement programs that enhance skills, promote entrepreneurship, and support the productive rehabilitation of PDLs. By combining research, training, and hands-on learning, the project seeks to provide beneficiaries with practical opportunities that prepare them for reintegration into society while strengthening partnerships between the institution and the community.
