J.H. Cerilles State College (JHCSC), led by College President Dr. Edgardo H. Rosales, joined State Universities and Colleges (SUCs) nationwide in the Senate plenary deliberation for the proposed FY 2026 budget held on November 24, 2025, at the Session Hall, GSIS Building, Pasay City.
The deliberation, convened in accordance with PASUC Advisory No. 181, s. 2025, the Senate required the presence of all SUC Presidents and Officers-in-Charge as it reviewed and discussed the expenditure program for the higher education sector.
Alongside President Rosales, the JHCSC delegation was represented by key officials involved in fiscal management and institutional planning, including Mr. Wilfredo Barnido, Jr., CPA, MBA, Vice President for Administration and Finance (VPAF); Ms. April Ross Talip, Budget Officer; Ms. Jesu Marie Reducto, CPA, Finance Director; Engr. Archel Bacus, Planning and Development Director; and Ms. Prym Crio Prostrero, Office of the President Executive Secretary.
JHCSC’s participation in the deliberation underscores its commitment to transparency, fiscal accountability, and active engagement in national budget proceedings, ensuring the College continues to secure resources that support quality education and institutional development.
