J.H. Cerilles State College (JHCSC), under the leadership of President Dr. Edgardo H. Rosales, sealed a Memorandum of Understanding (MOU) with the Bureau of Jail Management and Penology (BJMP) Regional Office IX, headed by Regional Director JCSUPT Amado A. Concepcion Jr., CESE, on November 5, 2025, at the JHCSC Hostel, Pagadian City Extension Campus. The partnership aims to strengthen environmental conservation efforts through coral propagation and reef restoration initiatives in the region.

The ceremonial signing was graced by Atty. Esther Marie S. Ringon, Chief Legal Officer; Prof. Ruel S. Lasagas, Research Director; and Dr. Patricia D. Bahian, Pagadian Campus Director. Also present were personnel from BJMP Regional Office IX and guests from the Department of Environment and Natural Resources (DENR) Region IX, led by Assistant Regional Director for Technical Services Mr. Christopher B. Babaran, who expressed support for the joint endeavor.

During the ceremony, both institutions affirmed their commitment to implement the program immediately. JHCSC will contribute its specialized knowledge in marine and environmental sciences, whereas the BJMP will provide the vital resources required to carry out the pilot initiative effectively. The DENR also stated that it will oversee the post-monitoring and implementation phases to ensure the projectโ€™s sustainability and effectiveness.

This pioneering program between JHCSC and BJMPโ€”the first of its kind in the countryโ€”underscores their shared commitment to environmental protection and sustainable innovation. It reflects a unified effort to transform science-based initiatives into concrete actions that restore marine ecosystems and promote a healthier, more resilient environment.
