The J.H. Cerilles State College (JHCSC) held a two-day camp on September 5\u20136, 2025, at the Dapiwak Campus to map out the Land Use Development and Infrastructure Plan (LUDIP) for the D\u2019PETALS (Dapiwak Protected Eco-Tourism-Agri Learning Site). The Planning Office, led by Director Engr. Archel Bacus organized the activity, which gathered together the D\u2019PETALS Planning Team.<\/div>\n

<\/p>\n

The camp was attended by JHCSC President Dr. Edgardo H. Rosales; Faculty and Staff Trustee Hon. Glady C. Quirante; Alumni Trustee Hon. Glendell Oyo-a; Main Campus Director Dr. Trinidad C. Abapo; Dumingag Campus Director Dr. Moises Glenn Tangalin; SBM Dean Dr. Julito V. Mandac Jr., together with SBM Program Chairs; SAFES Dean Dr. Emelyn B. Tormes and Dumingag SAFES staff; and SOCJE Dean Dr. Mark E. Patalinghug. Also present were key personnel from the Planning and Development, Finance, Quality Assurance, Project Management, and Data Analytics offices.<\/div>\n

<\/p>\n

Participants conducted a collaborative brainstorming session that generated a wide range of concept proposals aimed at enhancing both tourism and agricultural learning experiences. Suggested attractions for children included a butterfly dome, a bee farm, a swimming pool, and a cafeteria. Complementing these were proposals for eco-agricultural learning sites featuring demonstrations on Zampen chicken raising, hands-on rice farming practices, camping and trekking activities, and grape and strawberry farming.<\/div>\n

<\/p>\n

The group also outlined plans for general utility infrastructure, including road networks, solar-powered streetlights, a proper waste management system, a green parking area, and site directories and signage. Financial aspects and sustainability measures were likewise discussed.<\/div>\n

<\/p>\n

Dean Dr. Julito V. Mandac Jr. of the School of Business and Management (SBM) and Dean Dr. Emelyn B. Tormes of the School of Agriculture, Forestry and Environmental Studies( SAFES) pledged to integrate the proposals into student research projects to assess feasibility and income-generation potential.<\/div>\n

<\/p>\n

On the second day of the camp, JHCSC engineers and the college architect, along with the participants, conducted a site walk around the circumferential area of the Dapiwak Campus to identify potential construction sites and evaluate the feasibility of including a nearby waterfall in the eco-tourism plan.\n<\/div>\n

<\/p>\n

The camp concluded with a commitment to gradually implement D\u2019PETALS by late next year. As a follow-up, the Planning Office will prepare a 3D presentation of the master plan for submission to the JHCSC Board of Trustees for approval.<\/div>\n
