The J.H. Cerilles State College (JHCSC) hosted a negotiation meeting with the Department of Trade and Industry (DTI) to explore a potential collaboration under the Shared Service Facilities (SSF) program on June 3, 2025, at the JHCSC Conference room, IT building. The JHCSC President, Dr. Edgardo H. Rosales, led the meeting alongside DTI Provincial Director Mr. Marlon A. Alabata.<\/div>\n

<\/p>\n

Attendees from JHCSC included key officials such as Vice President for Administration and Finance Wilfredo M. Barnido Jr.; Planning Director Dr. Cleofe A. Baterna; Dean of the School of Business and Management and HRMO Director Dr. Julito V. Mandac Jr.; Production Director Mr. Renolfo Lasagas, and Ms. Jesu Marie Reducto, Budget Officer. The DTI team comprised Jason L. Jao and Sherin K. Francisco, both Senior Trade\u2011Industry Development Specialists (STIDS); Maria Angelica Y. Evasco, a Trade\u2011Industry Development Specialist (TIDS); and Hazel P. Tinampay, SSF Coordinator.\n<\/div>\n

Dr. Rosales expressed that the invitation aligns with its institutional mission of delivering relevant educational programs and community\u2011oriented services. The college emphasized that a partnership under the Shared Service Facilities (SSF) initiative would strengthen support for the province\u2019s micro, small, and medium enterprises (MSMEs) by improving access to technologies and services that boost productivity and innovation.\n<\/div>\n

<\/p>\n

Dr. Mandac detailed JHCSC\u2019se readiness to support research, extension, and capacity-building. He presented the college\u2019s capabilities in food-product testing (including shelf-life, nutritional content, feasibility, and safety), comprehensive product analysis, and innovation-driven development of food and non\u2011food items. These services aim to bridge local testing gaps by embedding them within the college and enhancing community outreach. He also underscored plans to create sustainable, market-ready products with educational impact, stating that JHCSC\u2019s innovations can cost more than initial production yet offer viable livelihood opportunities. Moreover, he highlighted Halal awareness and education integration within the institution to bolster the tourism industry and attract prospective investments.<\/div>\n

<\/p>\n

The meeting concluded with assurances from the college and the DTI that they would continue the discussion with scheduled follow-up sessions. These will formalize facility scopes, define roles, and map out funding mechanisms to bring JHCSC\u2019s proposed testing and innovation services into full operation.<\/div>\n
