The J.H. Cerilles State College (JHCSC), in partnership with the Department of Science and Technology\u2013Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), conducted the Project Inception Meeting and Workshop for the research project titled \u201cOptimizing Productivity and Profitability of ItikPINAS: A Sustainable Approach to Duck Farming in Zamboanga del Sur\u201d on July 13\u201314, 2026, at the Hostel of the JHCSC\u2013Pagadian Campus.<\/div>\n

<\/p>\n

The two-day activity formally marked the operational launch of the two-year research initiative following the approval of its funding and implementation by DOST-PCAARRD. It brought together JHCSC administrators and officials, members of the project team, and representatives of the DOST-PCAARRD monitoring team to align the project\u2019s objectives, implementation strategies, timelines, budget requirements, expected outputs, and institutional responsibilities.<\/div>\n

<\/p>\n

An inception meeting serves as the formal starting point of a funded research project, during which the implementing institution and funding agency review the approved work plan, synchronize project timelines, clarify implementation and monitoring guidelines, and establish the administrative and technical arrangements necessary before field activities begin.<\/div>\n

<\/p>\n

During the first day of the workshop, Ms. Ma. Josette San Luis presented the DOST-PCAARRD guidelines on project implementation and monitoring. Her presentation covered the policies, procedures, documentation requirements, financial guidelines, and monitoring mechanisms that the project team must adhere to throughout the implementation period.<\/div>\n

<\/p>\n

Project Leader Dr. Emelyn D. Tormes presented the project\u2019s background, objectives, work plan, proposed activities, and implementation strategies. She discussed how the initiative seeks to improve the productivity and profitability of duck farming while promoting sustainable practices that may benefit duck raisers and other stakeholders in Zamboanga del Sur.<\/div>\n

<\/p>\n

Dr. Synan S. Baguio also presented updates on the development and current status of ItikPINAS. His discussion provided participants with technical information about the breed and its potential to strengthen the local duck industry. The presentations were followed by discussions among participants to address operational concerns, clarify project requirements, and identify areas for collaboration.<\/div>\n

<\/p>\n

On the second day, the participants visited the proposed farm implementation site to assess its condition and suitability for the project. The project team and DOST-PCAARRD representatives also discussed possible technical interventions, farm management practices, resource requirements, and measures to support the effective adoption and sustainability of the project.<\/div>\n

<\/p>\n

The activity concluded with a synthesis of the discussions, action planning, and agreements on project deliverables, implementation schedules, monitoring procedures, and the responsibilities of the participating offices and institutions. The agreements established during the meeting are expected to guide the project team as it begins implementing activities to improve duck production and generate sustainable livelihood opportunities in the province.<\/div>\n

The conduct of the inception meeting was supported by Dr. Mark E. Patalinghug, Vice President for Research, Innovation, Development, and Extension; Dr. Moises Glenn G. Tangalin, Campus Director of the JHCSC\u2013Dumingag Campus and Officer-in-Charge President; and Prof. Ruel Lasaga, Research Director.<\/p>\n

Administrative and financial assistance was also provided by Finance Director Ms. Jesu Marie Reducto, College Accountant Ms. Chrisme Orquillas, Budget Office Head Mr. Ryan Sanggayan, College Cashier Ms. Merilyn Canulo, and Procurement Officer Mr. Abdulrahman Polo.<\/div>\n

Representing the DOST-PCAARRD Livestock Research Division were Senior Science Research Specialist Mr. Alfredo Ryenel M. Parungao, Project Technical Assistant Mr. Richarlm G. Doctor, and Mr. Elvin Bulfa, who provided technical guidance and recommendations during the meeting and farm site assessment.<\/p>\n

Through the implementation of the project, JHCSC and DOST-PCAARRD aim to advance sustainable duck farming practices, strengthen research-based agricultural development, and improve the productivity and profitability of the duck industry in Zamboanga del Sur.<\/p>\n
