The J.H. Cerilles State College (JHCSC) formally entered into a Memorandum of Understanding (MOU) with the Department of Labor and Employment (DOLE) Region IX and the Bureau of Jail Management and Penology (BJMP) Region IX on April 14, 2026, at the JHCSC Pagadian Campus IT Building Conference Room. The agreement marks the launch of a major extension initiative, College Education Behind Bars (CEBB), a TABANGE flagship program aimed at supporting the reform, rehabilitation, and reintegration of Persons Deprived of Liberty (PDLs).<\/div>\n

<\/p>\n

The collaborative undertaking is led by JHCSC President Dr. Edgardo H. Rosales, with the support of VPRIDE Dr. Jerry B. Superales, Dumingag Campus Director Dr. Moises Glenn G. Tangalin, and CESO Director Dr. Joel M. Sabellano Jr. Partner agencies were represented by BJMP-IX Regional Director JCSUPT Amado A. Concepcion Jr., through JSUPT Jennifer A. Adorna, alongside JSINSP Romeo S. Banas Jr. of the Dumingag Municipal Jail. The DOLE IX delegation was headed by Regional Director Albert E. Gutib and Provincial Director Miraflor J. Casanes, reinforcing inter-agency commitment to inclusive development and second-chance opportunities for PDLs.\n<\/div>\n

<\/p>\n

Central to the partnership is the implementation of a Quail Production Project under the CEBB Program, spearheaded by JHCSC\u2019s Community Extension Services Office (CESO). The initiative is anchored on the TABANGE Framework, which integrates key development pillars such as technology and literacy initiatives, agriculture and aquatic resources management, barangay empowerment and governance, nutrition and health, gender development and income generation, and environmental conservation and disaster risk reduction.<\/div>\n

<\/p>\n

The program seeks to equip PDLs with relevant education, technical competencies, and sustainable livelihood opportunities while serving their sentences. Through skills training and structured learning interventions, the initiative aims to prepare beneficiaries for productive reintegration into society, addressing both economic and social dimensions of rehabilitation.<\/div>\n
