JHCSC School of Business and Management (SBM), led by Dean Dr. Julito V. Mandac, Jr., in collaboration with the Department of Science and Technology (DOST), Food and Drug Administration (FDA), and Bureau of Jail Management and Penology (BJMP) Region 9, reinforced its commitment to community engagement and skills development through its participation in Project B.R.E.A.D at the Pagadian City Jail Male Dormitory. This partnership highlights the college’s dedication to impactful extension programs and the practical application of academic expertise.<\/div>\n

<\/p>\n

Project B.R.E.A.D\u2014Bringing Reform through Entrepreneurship and Acquired-Skills Development\u2014is a bread-and-pastry training program for Persons Deprived of Liberty (PDLs) and members of the Dependents Association in Lenienza, Pagadian City. The initiative equips participants with comprehensive skills in bakery production, product development, marketing, pricing, costing, and research-based activities, ensuring that training extends beyond technical baking skills to include essential entrepreneurial competencies.<\/div>\n

<\/p>\n

Through this structured approach, Project B.R.E.A.D. creates meaningful opportunities for reintegration by demonstrating how education and community engagement contribute to rehabilitation and help reduce recidivism. More than a source of income, the jail bakery serves as a tangible outcome of reform\u2014symbolizing growth, responsibility, and renewed purpose for its beneficiaries.<\/div>\n

<\/p>\n

To ensure effective implementation, the first coordination meeting was conducted at the JHCSC Hostel on February 2, 2026, with representatives from DOST, BJMP Region 9, the JHCSC Community and Extension Services Office, led by Dr. Joel M. Sabellano, Jr., and SBM. During the meeting, the agencies discussed strategies to establish a structured program that promotes sustainable skills training, facilitates knowledge transfer, and prepares PDLs for livelihood opportunities through hands-on bakery and business instruction.<\/div>\n

<\/p>\n

Further demonstrating the project’s collaborative support, BJMP Region 9, under Acting Warden Norberto D. Bana V, extended its appreciation to JHCSC-SBM on February 13, 2026, for donating essential personal protective equipment for the jail bakery. The contributions, which included five pairs of clog shoes, fifteen aprons, twenty-five hairnets, three packs of spit guards, and twenty-five towels, are expected to enhance both hygiene and safety during bakery operations.<\/div>\n

<\/p>\n

Overall, Project B.R.E.A.D. and SBM’s extension programs exemplify the positive impact of inter-agency collaboration. By providing PDLs with practical training in bakery operations, financial management, and project monitoring, the programs develop marketable skills, foster self-reliance, and support successful rehabilitation and reintegration\u2014reinforcing JHCSC’s commitment to community empowerment and meaningful societal engagement.<\/div>\n
